New EPAA publication takes a hard look at charter school segregation

Education Policy Analysis Archives has released a report on segregation and equity in U.S. charter schools: Choice without Equity: Charter School Segregation The authors (Erica Frankenberg, Genevieve Siegel-Hawley, & Jia Wang) suggest that charter schools in almost every state and large metropolitan area isolate students by race and class. A February 2010 NEPC report (click here) drew similar conclusions, finding that charter schools operated by Education Management Organizations (EMO) tend to be strongly segregative by race and socioeconomic status; they found that students with disabilities and English Language Learners tend to be underrepresented at EMO charter schools, as well.
