DPS tweak may fully fund its pension plan

Denver Public Schools is attempting to use 17 of its buildings as collateral in order to sell $700 million in certificate-of-participation bonds, the proceeds of which which would fully fund its pension program and refinance its debt. The district expects to save $18 million per year through the plan, and gain the ability to negotiate with the state in order to combine its plan with the Public Employees Retirement Association.
