Romanoff aims to alter Tabor to help schools

House Speaker Andrew Romanoff is proposing an amendment that would repeal much of Amendment 23 and its "TABOR" regulations. TABOR currently sets a cap on increases in education spending based on population growth and inflation. Romanoff's plan would instead require legislative approval for spending increases, and would reserve any additional funds instead of refunding them to taxpayers.
