Education secretary offers changes to "No Child" law

Secretary of Education Margaret Spellings proposed regulatory changes to No Child Left Behind, citing the need for changes and Congress' inability to fashion changes to the law.  Among the changes  is the requirement that all states use the same formula for calculating graduation and dropout rates and changing the notification requirements for students who are eligible for federally funded tutoring services.  The changes have met mixed reactions.
