Bill Ritter's ballot initiative to use oil and gas severance tax revenue to fund college scholarships is needed for the higher education general fund, presidents of universities say. CU's per pupil funding has dropped 19% over the last 6 years, placing Colorado at 50th in the nation in higher ed funding.
