MD: NCLB "staff replacement" option utilized to reform schools

Twenty-one schools with unsatisfactory performance under NCLB standards are scheduled to undergo restructuring that includes staff restructuring. All teachers who are not "highly qualified" to teach their designated subjects will be replaced by teachers meeting that standard. The move to replace staff is part of more comprehensive school improvement plans for each school.
