FL: Voters to decide whether to adopt "65% solution"

After being defeated in several states but adopted by Georgia and Texas in 2006, the 65% solution for education will be on the ballot for Florida voters in November.  The 65% solution sets a goal of using 65% of the education budget on classroom spending.  Critics of the idea argue that classroom expenses are hard to define and that different districts will have different levels of non-classroom expenditures, such as transportation and food expenses, depending on whether the district is urban or rural, poor or wealthy.  Supporters say that the idea forces schools to direct more resources toward costs that directly affect student learning experiences.
