DPS discipline-policy confuses

The Denver Public School district is in the process of adopting a discipline policy that has taken two years to create. The policy focuses more on changing behaviors than consequences, but requires administrators to notify law enforcement for incidences of student-on-student contact. This is causing concern over the difficulty in determining the nature of incidents that would be included under this requirement, but its inclusion is mandatory under state law.
