CO: Schools uncertain about legislation for innovation

Legislation that provides schools an opportunity to apply for waivers from local and state policies has left schools with more questions than freedom to innovate. Legislators are eager for schools to take advantage of the law, but the application process and nuances of the legislation create substantial bureaucracy for schools to negotiate. It is also unclear how the legislation might affect charter and private schools in the state.
