WA: Graduation extensions permitted

Under the No Child Left Behind law, students who do not graduate in four years count against the schools' graduation rates.  Federal regulations now permit schools to get credit for such students by using an extended-year.  Some opponents are concerned that this permission will reduce the pressure high schools feel to have students graduate on time.
