CAP Productivity Report Critiqued

NEPC Fellow Bruce Baker wrote a detailed and useful critique (click here) of the Center for American Progress' recent report, Return on Investment (ROI) Index. Baker's critique calls into question some foundational elements of the CAP analysis, such as how well the researchers effectively controlled for each school district's poverty-related costs.
