Bill would swap out CSAP for ACT

House Bill 1357 proposes to replace 11th grade CSAP exams with the ACT for all students, saving $9 billion in test expenditures that would be redirecting to after-school and teacher-enrichment programs. However, the bill will come up against bipartisan K-12 reform efforts that could include changes in testing in a more comprehensive overhaul of Colorado's school system, and would need to be approved on a federal level.
