Conflicting rules snag NCLB funds

A report issued by the General Accounting Office finds that some of the funding meant to help turn around struggling schools goes unspent.  A portion of money set aside to help schools with the most serious problems as identified by NCLB cannot be spent because another rule says that the money cannot go to these struggling schools if it means other districts would lose funding.
