Higher education panel OKs tuition hikes of 5-9 percent

On Tuesday, the Colorado Commission on Higher Education approved caps on in-state tuition increases at 5% for community colleges, 7% for four-year colleges, and 9% for research institutions. The recommendation will be included in the legislature's state budget formed by the Joint Budget Committee.
