Parents of some special needs children are concerned that Congress could dismantle or seriously weaken No Child Left Behind. The parents say that the law has required school districts to focus attention on the achievement of special needs students. School districts express concern over teh cost of meeting the law's requirements and want more leeway in the "proficiency for all" requirements.
