A study by the Piton and Donnell-Kay Foundations reported that the Denver Public Schools' pension is not designed to attract quality teachers, as only 15% of DPS teachers stay in the district for the 25 years needed to benefit from the full pension.  These findings inform current district efforts to merge its pension system with the state Public Employees Retirement Association.
