A new ballot initiative seeks to reduce the severance tax paid by oil and gas companies on extractions from the state's soil from 5.7% to 4.9%, but would end the ability to subtract property taxes from the requirement. The severance tax would be dedicated to capital construction in higher education. Colorado currently ranks 49th in public funding for higher education.
