CT: Desegregation case agreement reached

New agreement is reached in Hartford desegregation

An agreement, which still must be approved by state legislators, was reached in a decades-old desegregation case.  The agreement relies on voluntary incentives to encourage Hartford and 21 surrounding districts to open schools for enrollment to encourage racially-balanced schools.  Hartford also faces penalties if it does not reach certain benchmark enrollment goals.
