Governor Bill Ritter is supporting a ballot initiative that would use 60% of the $2 million gained by eliminating a severance tax credit for the oil and gas industry to create the "Colorado Promise" scholarship program.  About two-thirds of Colorado families would qualify for the scholarships, which would be available on a sliding scale for attendance at state institutions.
