VA: Zero-tolerance harassment policies for elementary students under fire

For little children, grown-up labels as sexual harassers

An incident involving a first-grade student has created debate in the suburban Washington area over whether a zero-tolerance policy for sexual harassment harms young students accused of harassment.  Several area districts adopted the policy tø head off threats of litigation for not addressing incidents that could be labeled as sexual harassment.
