DC: Proposal to end seniority on bargaining table

Teacher contract would end seniority

The teachers' union for Washington, DC is considering a proposal that would eliminate seniority as a factor in determining teacher placement.  The change would provide the Chancellor of the school system with discretion to place teachers in positions based on qualifications or performance rather than years of service. In exchange for giving up seniority, teachers would receive raises of approximately 6 percent per year for three years, more leave days and more money for supplies.
