Ritter signs two education bills

Governor Bill Ritter signed two education bills into law. Senate Bill 130 establishes "innovation zones" in which schools can determine their own curricula, calendar, hiring dates, and salary schedules. House Bill 1403 allows the merger of retirement systems, which opens the door for Denver Public Schools to combine their pension plan with the state Public Employees' Retirement Association.
