Several states refusing abstinence ed grants

States turn down abstinence education grants

Just over half of the states are continuing to accept federal funds for abstinence-only sex education.  States that are turning down the grants cite the uncertain funding stream and studies that show that the education program has not been effective in reducing sexual activity or the age of students' first sexual encounter.
