CA: Charter schools provide better opportunities to underserved students
Charters lead state's traditional in achievement for poor children, survey finds

Charter schools in California account for 12 of the 15 top public schools, using the Academic Performance Index as a measure. Many of these charter schools have student populations with at least 70% of the children qualifying for free or reduced price lunches.
