Senate passes 6 percent bill

In addition to the Supreme courts decision that it is constitutional to 'freeze,'property taxes to prevent revenues from falling, the Senate voted this week to lift a 6-percent restriction on increases to education funding. The measure won't have an effect this year because of declining revenues, but allows legislators to consider state education funding increases as a change in budget allocations rather than an spending increase, thus avoiding the need for taxpayer votes required by the Taxpayer's Bill of Rights (TABOR).
